TELEVISION THE nine “second” television stations approved by the Board of Broad¬ cast Governors for licensing by the De¬ partment of Transport in the fiscal year ended March 31, 1961 provided the op¬ portunity for alternative viewing to 60 per cent of Canada’s population. Other sta¬ tions and satellite stations have been ap¬ proved since. Community antenna and toll television will not be placed under the jurisdiction of the BBG, chairman Dr. Andrew Stewart told the annual meeting of the National Community Antenna Television Association of Canada. This statement followed the position of the Canadian Broadcasting Corp. and the Canadian Association of Broadcasters, usually opposed to each other, that community antenna operators, who number about 275, and Telemeter, a toll TV operation, should be under BBG authority. This would make them subject to its regulations requiring Canadian cont¬ ent to reach 55 per cent. The BBG approved the application of a rival network to the CBC, CTV Network Ltd., which Spence Caldwell heads. It also granted several stations the right to dis¬ affiliate from the CBC. Telemeter, in its second year, is still in an experimental stage, its principals say. They claim to be satisfied with its progress and say a potentially profitable pattern is becoming clearer. Charge-A-Vision, another form of toll TV announced for Sault Ste. Marie, Ont., didn’t become a reality. The BBG is still not willing to ask the Department of Transport to approve spe¬ cifications for color telecasting. Television stations seem to have devel¬ oped an increasing dependence on old mo¬ tion pictures, many playing them in prime time.
