Poulter The objectives of the CRTPB, which has 22 sponsors, are to formulate sound engineering principles and to organize technical facts which will assist in the development of the Canadian radio industry and radio services of the nation in accordance with the public interest. The activi¬ ties of the Board are restricted to engineering considerations and all sponsors must be non¬ profit associations, bodies or societies which have an important interest in radio and allied fields. One of the objectives of the Board is to advise government, industry and the people of its find¬ ings and recommendations. In actual practice the Board has acted in an advisory capacity to the Canadian Government in the matter of frequency allocations. The organization of the Planning Board includes the Main Board made up of the contributing' sponsor delegates and the chairmen of the Plan¬ ning Board's seven technical committees: Broad¬ cast Committee; Land Fixed & Mobile Committee; Maritime Committee; Radio Relay Committee; Railway, Highway & Transit Utilities Committee; and Television Committee. Seth Telecasting THE Canadian Broadcasting Corp. fought hard against the competition that came from the private second sta¬ tions approved for the leading markets by the Board of Broadcasting Governors but still lost ground. Its position will be even more difficult when more private stations and satellites open for business — and when the first private network, the eight-sta¬ tion CTV Ltd., is under way. Some of its top executives and produc¬ ers quit to join the private network, the Toronto-Vancouver section of which will be ready in June, 1962. The MontrealHalifax section will open in June, 1963. In the CBC’s fiscal year ended March 31, 1961 its need for federal funds to cover its costs rose by 13.4 per cent to $59,288,476 because ad revenue had been diverted by the new competition. Total expenses reached $100,952,825, an increase of $6,913,060 or 7.4 per cent over the pre¬ vious year. Parliament made up the dif¬ ference. Commercial revenues, of which adver¬ tising provided $37,601,651 (a drop of 1.5 per cent), left the CBC with an unused $2,796,524 of the $62,085,000 Parliament gave it and this was returned. The Special Committee on Broadcasting, established annually by the House of Com¬ mons, made recommendations for certain changes in CBC operations and mentioned the possibility of a study by a manage¬ ment survey team.
