O’Brien The objectives of the CRTPB, which has 22 sponsors, are to formulate sound engineering principles and to organize technical facts which will assist in the development of the Canadian radio industry and radio services of the nation in accordance with the public interest. The activi¬ ties of the Board are restricted to engineering considerations and all sponsors must be non¬ profit associations, bodies or societies which have an important interest in radio and allied fields. One of the objectives of the Board is to advise government, industry and the people of its find¬ ings and recommendations. In actual practice the Board has acted in an advisory capacity to the Canadian Government in the matter of frequency allocations. The organization of the Planning Board includes the Main Board made up of the contributing sponsor delegates and the chairmen of the Plan¬ ning Board's seven technical committees: Broad¬ cast Committee; Land Fixed & Mobile Committee; Maritime Committee; Radio Relay Committee; Railway, Highway & Transit Utilities Committee; and Television Committee. TV is now available to 91 per cent of the population, the annual report of the Government agency shows. Ottawa gave the CBC $70,418,000 for operation and it returned $165,727 of this, along with a capital grant of $6,214,232, of which it gave back $3,425,768 as un¬ used. Its advertising revenue, repre¬ senting a 12.5 per cent drop because of private competition, was $32,910,118. Operating expenses for the fiscal year ended March 31 totalled $107,600,154. The cost of production and distrib¬ ution of programs with advertising dropped to $17,711,100 from $19,389,599, while the cost of programs without advertising rose to $49,760,200 from $43,394,652 the year before. Operating expenses rose 6.6 per cent, with the result that the Corporation had to seek a grant from the Govern¬ ment 18.5 per cent higher than that of the year before to make up for the loss in commercial revenue.
