Attached you will find a copy of a statement which was prepared for use as NAB's appearance at the hearing, which is (as of Jan. 16) still in process of being cleared by NAB's special committee on judicial, legislative and administrative appearances. No doubt you are familiar with the NAB by-law that the board determines all questions of policy with respect to the administration of NAB affairs. In this field of NAB appearances — in order to protect the interests of all groups in the association — the board has established, as a matter of policy, that such appearances must be reviewed by this special committee of the board. Unfortunately, this sometimes produces delay and prevents the expedition which might be possible without such a review procedure. However, as NAB represents a large family, it is necessary that careful consideration be given to all angles of such problems in advance of a commitment to one position or another. . . .
