Mr. Wheatley joined Storer in Los Angeles in 1959. Previously he was program manager for WKY Oklahoma City. Paul Girard, timebuyer and assistant radio-tv director for seven years, TracyLocke Co., Dallas advertising agency, appointed commercial manager, KVIL Dallas. Previously, Mr. Girard was executive producer for Associated Press in New York, and earlier served as general program manager for Hearst radio properties. Mr. Girard is co-founder and first president of Assn. of Broadcast Executives of Texas. Larry Knight, announcer-copy chief, WTWN St. Johnsbury, to WIKE Newport, both Vermont, as assistant manager-program director.
