PROPOSED
■ Commission invites comments to notice of proposed rulemaking looking toward assigning channels 20 and 26 to Phoenix, Ariz., as petitioned for by Dwight Harkins and Power Television Inc., respectively. Designation is not necessary since, if channel is assigned to Phoenix, applications for authorization to conduct subscription TV operations on it could be filed; however, they would have to comply with conditions of commission's third report on subscription TV in Doc. 11279.
