_ PRESIDENT’S REPORT.
Delegates to the Fourth Annual Convention of theMotion Picture Theatre Owners of America.
Fellow Exhibitors:
I desire to present for your consideration my annual report and also a summary of my three years’ stewardship as your National President which commenced at the formation of this Organization in Cleveland in June, 1920, where a few hundred theatre owners gathered together that they might put into effect the lines of protection and elements of organization which they had in mind. Since that time, its constant growth is, to some extent, phenomenal, and must naturally be a source of great gratification to all theatre owners.
_Events which have transpired since the inception of our organization at the Cleveland convention, mark a period of advancement and development with evolutionary phases which eliminated some factors, gave greater prominence to others
and introduced new ones.
The past year has been a very eventful one in the affairs of the Motion Picture Industry, and many changes in persons and processes have been recorded. In all of these proceedings, the Theatre Owner occupied varying positions, and the interest and welfare of this division of our Industry was cared for by the Motion Picture Theatre Owners of America and affiliated state and regional organi
zations.
But the Theatre Owners’ position has been steadily strengthened and now all independent Exhibitors realize the value of National Organization, the protection such joint effort affords them, and the elevating influence the same has on the Indus
try generally.
Previous to the formation of the Motion Picture Theatre Owners of America at Cleveland, Exhibitor organizations fluctuated considerably. Different movements were started of which many of you were enthusiastic adherents, and all in the inception of the same gave promise of fruitful results, only to meet later with obstacles and dissensions which served to divide the energies of the members and produced inevitable failure.
Many well-meaning Exhibitors had these rather sorry experiences in mind when the Cleveland convention was held. They somewhat reluctantly agreed to extend their support to the new organization. But the results of the movement thus Started in Cleveland have been most gratifying to all and exceeded in every way even the expectalions of its most zealous promoters.
Despite previous disasters to other exhibitors’ organizations, the Motion Picture Theatre Owners of America gained strength steadily and with each Succeeding month, established advanced positions and has weathered all the storms associated with experimental Stages, until now it has attained a

Picture Industry which renders it the greatest safeguard of Exhibitor interests in the country.
During the period of our organization activity, many constructive moves were made to advance
Theatre Owners’ interest.
BUDGET
The work of the Motion Picture Theatre Owners of America has grown tremendously during the past year, requiring the use of financial resources and systems which must be cared for by this convention in order that the activities of the Organization may go on unimpeded.
In this relation, I have prepared a budget plan which has been submitted to the National Board of Directors and which will be offered to this convention with their recommendations at another
session.
Theatre Owners write several hundred letters a week to our National Headquarters, asking for information on various subjects and stating their difficulties with film companies and other concerns, and in each instance, it becomes necessary for us to suggest lines of relief, and in many cases, take the matter up for them at the National Headquarters of these different Producer and Distributor concerns in New York with a view to obtaining for them directly, necessary measures of relief. Elements over which we have no control, however, have entailed upon us lines of service which have taxed to the utmost capacity, the physical and other resources of our national offices.
Since the Washington convention, we have moved into larger headquarters and we were some
what of the opinion that these would be satisfactory .
for a number of years, but the constant increase of the work on hand renders it absolutely essential that even larger headquarters be secured and that many aditional human units be added to the office staff so that this work, so essential to the business advancement of the Theatre Owners of the Country,
can be handled expeditiously and satisfactorily.
In this connection, it will be absolutely necessary that the proper amount of funds required to carry on this work be provided and that the same be worked out in budget fashion, so that every di
vision will be able to carry on lines of activity with
in its domain without being hampered in any way through lack of financial resources. Keeping the money in a single fund is unsatisfactory, and I recommend that this convention provide a budget plan so that we will hereafter be able to move along without the financial worries which have
handicapped us in the past.
There are a sufficient number of theatre owners in the United States who appreciate and understand and value the necessity of a National Organization, to provide the funds necessary for this pur
