We may even have learned from our present civilization that wealth is at times the medium of exchange for safety, and that with money we can civically atone for anti-social acts. The boards are inconsistent. What do they do? The accompanying chart includes every movie reviewed by the state board of movie censors in 1928. The movies include every production made during the year by the companies named in the chart. By glancing at this chart you can see what really troubles the censors. (Newsreels are not included.) 579 feature movies were reviewed in 1928 — only forty-two, despite the factory-precaution of the companies — passed untouched! In one or more states, forty-four were rejected, and in the balance 2960 cuts were ordered. These changes were either titles, captions, or portions of the films running from short shots to long scenes.
