OWI Now in Complete Control Over Fact Pic Film
Washington Bureau of THE FILM DAILY Washington — WPB Friday formalized the arrangement whereby OWI has complete control over the allocation of film for factual pix produced by non-military Government agencies. Although OWI has previously been consulted on these matters, without formal authority, the decisions on individual requests has long rested with OWI.
The authority extends to "factual pictures and trailers," not including "entertainment on special type films." The film thus authorized is applied against the OWI allotment of raw stock from WPB which for the second quarter is 25,150,000 linear feet— 3,000,000 feet more than during the first quarter of this year. The issuance of this order was expected after an announcement some weeks ago that OWI's position as consultant on these matters would be strengthened considerably.

Kalmine Calls Warner Zone Managers to Meet
Harry M. Kalmine, assistant general manager of Warners Theaters, will preside over a meeting of the circuit's zone managers starting tomorrow at 10 a.m. in the home office. Joseph Bernhard, Warner vice-president who returned recently from a period of service with the U. S. Navy, will participate in the sessions.
Zone managers attending will include: James Coston, Chicago; Nat Wolf, Cleveland; I. J. Hoffman, New Haven; Don Jacocks, Newark; C. J. Latta, Albany; Ted Schlanger, Philadelphia; M. A. Silver, Pittsburgh, and John J. Payette, Washington.

Irving Maas, assistant to Murray Silverstone, 20th-Fox vice-president in charge of foreign distribution, on Friday embarked on a tour of the company's branches in Central and South America. On his itinerary are Porto Rico, Trinidad, Brazil, Argentina, Chile, Peru, Colombia, Equador and Panama.
Warners Victorious in Pacent Contract Appeal
Warner Bros. Pictures and others on Friday won their appeal in the Appellate Division of the New York Supreme Court for dismissal of the $225,000 damage action brought by Louis Gerard Pacent for alleged breach of contract. The five justices unanimously reversed a New York Supreme Court decision denying the defendants' motion to dismiss the complaint for lack of prosecution.
The plaintiff had charged Warner Bros. Pictures, Vitaphone Corp., Stanley Co. of America and Warner Bros. Theaters, Inc., with breaching a contract made in 1929 under which Pacent was assertedly to produce a superior sound reproducer and engage in research and development of the device. According to the complaint, the defendants agreed to order 100 of the reproducers for their theaters but ordered only one and refused to order the remaining 99.
