Harrisburg, Pa. — A bill to permit Bingo licenses to social and fraternal organizations has been returned to committee permanently by the Senate. A House-approved bill legaliz* ing B'ngo is also dead in Senate committee and legalization appears dead for this session of the General Assembly.
MPTOA TO AVOID LEGISLATION
But Certain Units Threaten State Action Unless Relief is Obtained for Independents on Sales Policies
The MPTOA will make every effort to avoid legislation in adjusting sales policies which cannot be met by independent exhibitors, but unless some relief is forthcoming some of the units may make a state issue of the situation, it was indicated at the board of directors' meeting yesterday.
It was pointed out by some dele
gates that many exhibitors could not exist because of the number of percentage pictures in the blocks offered by distributors. It also was asserted that the first-runs and move-overs were "milking the possibilities" for the independent and subsequent-run exhibitors.

Board Goes on Record Against Consent Decree Plan; Asks Cancellation
MPTOA's board of directors yesterday called for the return of full season selling with a reasonable cancellation clause. A resolution against the consent decree method of sales was presented by Mitchell Wolfson of Miami and passed unanimously by the directors in session at the Hotel Astor.
The board went on record as being opposed especially to the small noncancellable blocks of pictures and recommended the "correct method of fair approach to community selection by selling a season's supply of pictures with reasonable cancel
