BRYANT 95600 Heat Develops at FCC Tele Hearing Over Allocations Washington Bureau of THE FILM DAILY Washington — Sharp and somewhat heated debate developed at the FCC's second day of hearings on proposed tele standards between Louis G. Caldwell, attorney for Philco, and Chairman James Lawrence Fly of the FCC over the propriety nt taking up frequency allocations^during the current hearing-. Caldwell insisted his client had not prepared testimony on tele channel allocations because of an alleged agreement reached with CBS representatives, and which was said to have had the approval of Fly's assistant, Nathan David. An inquiry by Commissioner Thompson about this "agreement" led to the chairman's announcing that it would be privately explained to Commission members. The Philco attorney also pleaded against the Commission's suggestion that tele broadcasting stations be licensed for the main purpose of developing programs, which the FCC would designate as Class 2 stations. Caldwell was supported by William Roberts, attorney for DuMont Laboratories, when he asked the Commission to clarify the question of standards while the hearing was in progress. Hearing resumes this morning but will adjourn at 12:30 noon until Friday morning at 10 a.m. Motion Picture Associates Re-elects Ellis as Prexy Election of officers held yesterday at the Astor by the Motion Picture Associates resulted in Jack Ellis, incumbent president, being re-elected for a third term, the first time this has happened in the organization's history.
