Handful Granted Full Exemption; Quota for Others from "Token" 10% to 42V2% Cavalcade Pictures Named Buyer of American Films For National Film Bureau London (By Cable)— The Films' Council yesterday approved relief from the 45 per cent exhibitors quota fixed by the Board of Trade under the new Films Act for approximately 1,500 theaters. The revised figures, the Council indicated, will range from 42% per cent to a "token" 10 per cent in acute cases. A handful of exhibs. are granted complete exemption under Subsection Three of Section Three in the Act. The decision is expected to satisfy CEA objections, and it is understood it was adopted almost unanimously by the F'ms Council which received the recommendations from tJie quota relief subcommittee.
