Agitation — On January 1, 1925, a law was passed declaring that for every foreign-made feature brought before the German censorship board a German film of approximately equal length should be presented for censoring at the same time. This system was known as the "kontingent" or "one for one" decree and was designed to encourage German production. It was abandoned on Jan. 1, 1928, as it was found to encourage production of cheap pictures and instead a straight import permit system was substituted. Two hundred and sixty of these permits were granted for foreign films for the period from April 1, 1928, to June 30, 1929. Of the total, 170 were allocated to the different distributing companies in Germany on the basis of the number of productions distributed by them in 1927. and from April 1 to Dec. 31, 1928, half of this number was issued, the other 85 to be come available from Jan. 1, 1929. to June 30, 1929. The remaining ninety fell into the category of special permits to be disposed of when the initial 170 have been consumed and at the discretion of the Film Commissioner of the Reich.
On Dec. 13, 1928, the German Government announced 210 import permits will be granted under the "kontingent" law for the period beginning June 30, 1929, and ending July 1, 1930. Of the total number, 160 will be available for division to distributors in proportion to the German productions handled by them during the last two years. By "German productions" is meant films male in Germany of approximately 5,000 ft. in length and which occupied a minimum of 14 studio days to produce. The remaining 50 will be divided among those firms which have exported German pictures, thereby maintaining the country's prestige as a producer in foreign countries.
