Agitation — Considerable agitation for a 10 to one contingent. The proposal has not reached a stage where predictions can be made as to the chances of its passage. Decree No. 13564, Article 136 of May 6, 1927 the Portuguese Government decreed that in all exhibitions one film of Portuguese production of minimum 100 meters must be shown.
Censorship— Local. All titles must be in the Portguese according to Decree No. 13564 of May 6, 1927. No film may be exhibited in public without written authorization from the commissioner of police.
Competition— 90% American films shown.

Production — A few studios in the north of Portugal. Production is negligible. Taxes — Very high.

RUSSIA

Competition — American pictures imported into the Soviet Union have to compete with European productions, especially German-made.

Production — There are ten producing organizations in the Soviet Union and the most important are: Sovkino and Mejrabpomfilm in Moscow, Wufku in the Ukraine and Gruskiprom in the Caudasus. During the production year of 1927-1928 all organizations produced 119 features, of which Sovkino made 42, Mejrabpomfilm 12, Wufku 38; also 140 educationals. In addition about 40 shorts subjects were produced among which were 10 pictures for children. Sovkino and Wufku also released a news reel twice a week.
