Monopolistic Tendencies — During the previous year the committee appointed by the Films Council at the request of the President of the Board of Trade to investigate monopolistic tendencies in the industry presented its report: Chief recommendations were no further circuit expansion: safeguards against foreign control of the British film industry; fully equipped studio space for independent producers; establishment of a tribunal; cooperative booking organization, and better marketing of British films overseas. The C.E.A., K.R.S., and Producers' Assn. and the Trade Unions concerned in the industry submitted their respective views to the President of the Board of Trade. Exhibitors are in favor of an exhibitors' tribunal; producers favor most of the proposals but others are generally opposed.
In May. 1945, an all-industry "working party"
was set up at the invitation of the President of the Board of Trade to discuss aspects of the Monopoly Report. At the first meeting of the BOT, presided over by Lord Drougheda, the new chairman of the Films Council, a full measure of agreement to set up arbitration machinery was reached.
This means that all matters of dispute should go to arbitration within the trade and, failing agreement, the award of an independent arbitrator would be accepted.
