This new system is based upon a so-called " Vormerkscheine" each of which has a value of $140. Three '"Vormerkscheine" are necessary to import a sound film of over 1,500 meters in length (synchronized films without dialogue need only 154" "Vormerkscheine") and two for a film 700 to 1,500 meters. These are given to producers of sound fihns at the rate of 21 for each film with 8 additional if Austrian sound recording apparatus is used in the filming and 1 for the developing of extra copies on Austrian equipment. Practically bringing the total "Vormerscheine" awarded for a single sound feature of Austrian production to 30. Effective July 15, 1931, a clause in the new regulations gives the German industry over the American since 30 additional Vormerkscheine is awarded to each producer who sells abroad one of his productions at not less than 100,000 schillings ($14,000) these to be used for importation of films only from the country in which the film is sold. Austrian films without doubt will be sold almost entirely in Germany. Censorship — By provincial authorities. Competition — German 50 per cent. American 40 per cent. Copyright Relations — Established by Presidential Proclamation, Sept. 20, 1907, extended April 9. 1910. March 11, 1925, and Dec. 19, 1929. Production — Sascha Film A.G. and Astra Film Co. both in Vienna went into receivership during 1931. About 5 features expected from Austrian producers during 1931. 10 features produced during 1930 two of which were sound. Taxes — Very high, reaching 30 per cent of the gross receipts of theaters.
