Italy Agitation — The film quota law of October 1, 1927, reserving 1-10 of exhibit on time for domestically produced films, has never been effective since domestic production has not been able to provide the necessary footage. During the past year rumors were afoot as to the large assistance to be given to the domestic industry by the Government, but in the final analysis thii assistance boiled down to bonuses which "may" be gifen to domestic films provided they reach "a high degree of artistic and technical excellence." The sums made available for such bonuses are too small to be of material assistance to producers, even if completely distributed. The ban on other than the Italian language in talking films is being most rigidly enforced though singing sequences are permissib'e. War and Russian subjects are liable to severe scrutiny and in general will be prohibited. Censorship — Censorship continues severe, although the censoring body has been reconstituted so that the Board of Censors proper is made up of one representative of the police, one of the Ministry of Corporations, one of the Fascist Party, one magistrate of the Court of Justice and one mother of a family, while the Board of Censorship Review which hears appeals from the lower Board is made up of two representatives of the pohce, two of the Ministry of Corporations, one of the Fascist Party, a magistrate of a Court of Justice and a mother of a family. Even after a film has been passed by one or both Censorship Boards and is on the screen it may be ordered further cut or even withdrawn by the police if they find it in part or whole objectionable on the complaint of anyone who may have seen it. Competition — About 65 per cent of tlie films shown continue to be American. Copyright Regulations — Protected by the Statute and regulations passed on November 17, 1925. Production — 1930 production was 17 entertainment and 113 newsreels, totaling 41,621 meters. 24 features are planned for production in the 1931-32 season, but it is doubtful if more than 15 of these will actually be produced. Taxes — Taxes on cinema tickets and on distributors remain high. Theaters — 2.500 may still be taken as the number of cinemas in existence. Sound — 484 theaters are equipped for sound, of which 86 have American equipment. Imports from U. S.
