The following information covering Soviet Russia has been received in the Department of Commerce from sources believed to be reliable. The Department of Commerce, however, in no way assumes responsibility for any of the statements made herein, inasmuch as diplomatic relations between the United States and Soviet Russia are not maintained.

Two raw film plants with a capacity of 75 million meters of film now in operation. It is planned to add another plant with a capacity of 150 million meters. Taxes— High.
Theaters — About 1,800 commercial theaters. Around 32,000 so-called theaters in the villages for workers and soldiers' clubs, utilized primarily in their educational work. 17,000 schools have motion picture facilities.
Sound — Estimated that over 3,000 sound installations have been made.

Agitation — Southern Rhodesia has also passed a Quota Bill providing for 15 % of films of British manufacture beinp: shown. This came into force on the 1st of July 1932. and the percentage for future years has been left to the discretion of the authorities.
In the Union itself, the percentage of British film shown remains fairly constant at between 15% and 20% — the balance being entirely American.
Censorship — Southern Rhodesia passed a new Censorship Act, which came into force in July. 1932. It provides for a Board of four members appointed by the Government and with Headquarters at Salisbury. It is based mainly on the Censorship Act in force in the Union of South Africa.
