AUSTRIA
Agitation — The system of Vorraerkscheine and import permits in Austria has been changed with regard to "Feature Films" (Stammfilme). Effective on March 31, 1935, the issuance of Vormerkscheine on feature films was changed and according to a decree of the Austrian Ministry of Commerce, feature films which are passed since April 1, 1935, receive 40 percent of the quota previously granted. Local suppliers of sound film recording apparatus at present receive only 10 Vormerkscheine for every Austrian sound filrn of a specified standard and produced under various detailed conditions (classified as "Feature Film") against a maximum of 25 Vormerkscheine formerly received. Three Vorraerkscheine are allotted for shorts.
Cultural shorts which have been recognized as
such by the Ministry of Commerce jointly with the Ministry of Education unconditionally receive a presentation permit.
For domestic sound films of all kinds and for foreign news information films (Aktualitaten) , presentation permits are granted without the necessity of submitting Vormerkscheine.
For other sound films presentation permits will be granted upon submitting the required number of Vormerkscheine.
Foreign advertisement, propaganda, "agitation" films and foreign news reels do not enjoy the above privileges.
These privileges are valid regardless of provisions 3 and 4, Article I of the Basic Regulations. Film distributors are compelled by the Film Bureau of the Vienna Chamber of Commerce to take over Austrian cultural shorts admitted for obligatory exhibition. In case of their refusal, exhibition permits for films distributed by them will not be granted or will be withdrawn.
The same regulations apply to narrow sound films.
Producers of foreign lan^age versions of Austrian feature films can receive permission for the free presentation of one _ sound film from the country to which the foreign version feature has first been sold. This privilege may be increased if the version in question contains propaganda for travel in Austria.
The basic price of one Vormerkscheine is 1.000 schillings plus an additional 20 percent until further notice.
The price of permits for the importation of films ot all kinds produced in countries which handicap the distribution of Austrian films by import embargoes, paj^ment restrictions, censure of the scenario, regrulations regarding employment of actors, etc., can be increased to 1,000 percent of the normal amount.
