It has held invalid an act of Congress which, three years ago, proscribed these men by name from future paid employment by the Government of the United States. A little more than three years ago on May 13, 1943, when the proscription of two of these men was proposed in the House of Representatives, The Post declared in an editorial: "If Congress follows such a course, it will be guilty at once of legislation in the nature of a bill of attainder and of a gross usurpation of executive authority. "
