Parimenti utili sono le norme dello Statuto délia Caméra Internazionale del Film che sostituiscono all'iscrizione di singole Ditte o di gruppi di Ditte in seno alla Caméra stessa, l'adesione diretta délie Associazioni sindacali délia cinematografia délie singole Nazioni. Ciô è valso ad agevolare ed a perfezionare la formazione di salde Organizzazioni unitarie délia cinematografia in molti Stati che ne erano privi. I compiti affidati alla Caméra Internazionale del Film sono vasti e notevoli. Per la cinematografia sorgono più che per ogni altro settore di attività economiche o artistiche, problemi ed esigenze di indole internazionale. Una prima esigenza balza évidente dalla nécessita stessa di una più ampia e sicura conoscenza, fra i vari Stati, dello sviluppo economico ed industriale délia cinematografia. Se da molti anni sono frequenti e diffusi gli scambi fra le varie Nazioni di informazioni sugli avvenimenti artistici délia cinematografia, scarsa e quasi nulla è la conoscenza degli ordinamenti legislativi ed amministrativi nonchè del movimento industriale e commerciale del film fra le diverse Nazioni : gli Organi délia C.I.F. dovranno CIIYE RAPHIE ISE 95 CXXXXXXTXXX^rXXXTTXirrYYl colmare questa lacuna e potenziare sviluppandô le lodevoli iniziative reçentemente prese dalla Presidenza e dalla Segreteria délia Caméra, un centro razionale ed organico di raccolta, di classificazione e di divulgazione di dati, di notizie, di statistiche sulla cinematografia dei vari Stati. A taie proposito è da augurarsi che nei lavori del Secondo Congresso Internazionale dei Film si riaffermi la nécessita di non limitare la vita internazionale délia Caméra aile discussion i ed agli studi, indubbiamente utili ed interessanli, che possono svolgersi in questi periodici convegni degli esponenti del cinéma délie varie Nazioni, ma di curare sovrattutto che si creino, in forma pratica e concreta, istituti e servizi capaci di assi curare una continuità di funzionamento ed una effettiva collaborazione fra la cinematografia délie varie Nazioni. Particolare interesse meritano i lavori posti all'ordine del giorno del Congresso délia Commissione per i problemi del diritto d'autore, che con récente, encomiabile deliberazione del Consigliodi Amministrazione délia CI. F., ha esteso la sua competenza a tutti i problemi di indole giuridica del cinéma, assumendo la più vasta e comprensiva denominazione di Commissione per le question! giuridiche del film. Esistono inoltre numerosi altri problemi, attinenti allô sviluppo délia cinematografia, e comuni a tutti i Paesi, nonchè problemi relativi aile provvidenze atte a facilitare lo scambio dei film fra i vari Stati, t^li accordi per la produzione in compartecipazione Ira gruppi appartenenti a Stati diversi. In lutta questa materia il Congresso potrà svolgere un Iavoro di grande utilità ; lutto ciô senza comunque influire sulle caratteristiche nazionali deila cinematografia dei singoli Stati ; infatti, gli scambi internazionali non saranno menomati, ma al contrario favoriti se i film prodotti nei singoli Stati rispécchieranno, con sempre maggiore fedeltà, il gusto, le doti artistiche, le bellezze naturali délie rispettive Nazioni, coniribuendo cosi ad agevolare una sempre migliore conoscenza délia vita dei popoli. Con queste finalità la rappresentanza delîa cinematografia italiana si propone di partecipare attivamente ai lavori del Se•uqij pp a[i;uoizuujojui ossojSuo;) opuoo Lieta di apprezzare il notevole sviluppo raggiunto dall'industria cinematografica di alciini Stati Europei e sovrattutto dalla Francia e dalla Germania, l'Italia si présenta al Secondo Congresso Internazionale del Film con una struttura tecnica e una potenzialità di impianti di gran lunga superiore a quella del passato, essendosi in pochi mesi iniziata l'attività in Roma délia moderna e gradiosa Cinecitta'. The Reasons why British Film Producers do not see fit to join the Chamber I am personnally well acquainted with the aims and objects of the International Film Chamber, having taken part in ail the discussions prior to its formation and having been présent at its inaugural meeting. Furthermore I am acquainted with many of the leading représentatives of the industries of those countries adhering to the Chamber, and am happy to count them among my vaîued friends. The reasons why British Film Producers did not see fit to Join the Chamber at the tente of its inauguration are several ; among them being the fact that its aims and the contemplated method of achieving them were somewhat nebulous. But the chief and outstanding reason, explained at the time, was that the film production industry of the United States of America was not taking part in the International Chamber. British Producers felt that — while always anxious to maintain most friendly relations with their colleagues of the industries of Continental countries — their associations and interests were more by Nevïlle K E A R N E Y Secrelary of Film Producers' Group Fédération of British Industries closely connected with those of the American Film Industry. This necessarily arises from the use of a common language en both British and American films and as a resuit of the common problems which both industries encounter, in greater or Bess degree, in the servicing of (to them) foreign markets. I give il as my personal opinion (without, of course, in any way committing British Producers to acceptance of my view) that if the United States Industry were to décide to join the International Film Chamber the British Industry would unhesitatingly follow suit. I hope, indeed, that the British Industry may itself reconsider its décision not to adhère if there is reasonable prospect that the American Industry may décide to do so at a later date. Perhaps you will permit me to point out that, although British Film Producers are not members of the International Chamber, they hâve nevertheless cooperated with ii in certain respects. They bave furnished the Chamber with detailed information in reply to its questionnaires, and I myself (accompanied on occasions by experts) hâve attended ail the meetings of its spécial Commission on Authors' Bights to which I bave been invited, as I was specifically asked to serve on that Commission at the time it was set up. In other words, British Producers bave been prepared to assist as far as possible in the work of the International Chamber without asking to benefit from any advantages of membership. In conclusion I may say that I hâve been invited to attend the International Congress in Paris as well as the meetings of the Authors' Bights Commission next month, and that it bas afforded me great pleasure to be able to accept. I believe, although I bave not yet received formai confirmation, that my greatly valued friend Monsieur Jules Demaria is to be appointed Président of the International Fiim Chamber for the statutory period in succession to the retiring Président. I hâve every confidence that Monsieur Demaria (assuming he is appointed) will conduct the affairs of the Chamber with no less charm and ability than his predecessor. M. Neville Kearney.
