After pointing out that approximately 75 per cent of the films reviewed in the past year pertained to war, Air. Ray said : "It is necessary, because of the war, to be unusually cautious and discriminatory in deciding what is acceptable and, at times, it has seemed desirable to permit showing of scenes which might not have been approved in peace times."
