May 7, 1921 THE MOVING PICTURE WEEKLY 1 Voluntary Censorship The motion picture interests of New York State have formally asked Governor Miller to veto the Lusk-Clayton bill recently passed by the New York State Legislature appropriating $70,000 a year for the services of a board of motion picture censors. The Industry in addition has submitted a code of practice whereby voluntary censorship would be exercised over all films produced or distributed in this State. The New York Evening Mail in the following editorial favors the adoption of this plan. iipERTAINLY it would seem well wortk wkile to give tkem this ckance of saving tke state $70,000 a year. Tke inadequacy of censorskip to perforin wkat is expected of it kas keen notorious wkerever it kas keen tried. It leads to all sorts of petty persecutions, to tke setting up of ridiculous and often inconsistent standards and to colossal opportunities for graft. ""'Tliere are no absolute standards by wkick a censorskip can be enforced. Tke wkim of one year s board may be entirely different from tkose of anotker year s. In morals as elsewkere it is true tkat wkat IS one man s meat is anotker man's poison. No picture tkat tries to deal witk any problem of life m a living way will be sure of production under a censorskip.
