The following suggestions may be helpful. 1) The Community Action Agency should assign specific tasks of recruitment to each member of its staff from among the people he contacts every day. 2) The Community Action Agency, in con¬ junction with the media staff, should set in motion a plan for a series of community meetings, at which projects utilizing the medium are discussed. 3) The Community Action Agency should pre¬ pare a "Flyer" campaign. These materials should be distributed among the target population, for the purpose of rein¬ forcing the recruitment efforts of the agency staff. PHASE III: PREPARING THE COMMUNICATIONS COMPONENT PROPOSAL The Community Action Agency, in conjunction with the Regional Staff person, should prepare the communications component proposal document based on these recommended factors: 1) A description of the need to utilize the mass communications media.
