-72- SECTION SIX PROGRAM IDEAS FOR TELEVISION In attempting to evolve programs for the poor through Radio and Television we are faced with two on-going problems: whether we are describing a mass communications support function... or a program-project function without the use of mass communications media. 1) How do we conceive and structure program- projects to avoid reinforcing the failure syndrome, characteristic of the poverty population? 2) Must these "software" (guide and text) materials differ from what already exists, within education, vocational training, etc. ?
