Vicas has fluent command of French, German and Russian. He has an A. B. degree in government from Harvard and an M. A. in history from Columbia. Before joining CBS he worked in Europe with the information service of the Economic Cooperation Administration, which administered the Marshall Plan, and Radio liberty, which beamed Western broad¬ casts into Russia.
