He covers the toughest section in the city of Galveston .. the ghetto, and no one will argue the fact that the heart of the community belongs to Mr. Kool. Among his following are the Dudes,a Teenage gang headed by H.J. (Ahmad Nurradin), and including Monk (Owen Pace), A.P. (Nelson Sims), Mau Mau (Kenneth Bell), and Gri’ Gri’ (Kim Dorsey). The Dudes’ hangout is a clubhouse which they have fixed up in an old abandoned train freight warehouse. It’s here that Mr. Kool will usually lecture the gang when he finds one of them breaking the law or heading for trouble. Like most gangs, the Dudes have no particular love for cops. But Mr. Kool is different .. he’s human! An unofficial member of the gang is Tommy (Anthony Wilson), H.J.’s five-year-old brother. One night Tommy spots Mr. Kool and decides to follow him. Suddenly an unknown assailant jumps out of the darkness and guns down the officer. Then the killer begins to cut up the dead policeman until he is distracted by Tommy’s scream. Seeing the child, without hesitation the killer points his gun and fires. It doesn’t go off and before the killer can reload, he is frightened away by the sounds of someone approaching. H.J. and the gang, hearing the shots come on the run. H.J.’s sigh of relief in finding Tommy unharmed is momentary as he now sees Mr. Kool’s body. The sounds of police sirens cue H.J. to order the gang to split. Enroute home, H.J. realizes that Tommy’s inability to speak is due to his shock at witnessing the murder. This means that the killer will be out to get Tommy, and the youngster should be guarded at all times. At home H.J., not wanting to worry his grandmother, Mama Wes (Frances Williams), doesn’t tell her the real reason for Tommy’s silence. The next morning they take Tommy to the health clinic for treatment. There, Dr. Johnson (Glynn Turman) explains that Tommy can overcome the traumatic shock but it will depend on the amount of trust, patience and love he receives. The funeral for Mr. Kool is a somber event attended by hundreds. Among the mourners are Mr. Kool’s widow (Gloria Calomee) and an honor cordon of grim-faced policemen. The soul-searching sermon and service is given by Rev. Brown (Bessie Griffin). Outside the church, H.J. and the gang vow to catch the killer. They owe that much to Mr. Kool. Later, at the clubhouse, they are visited by Strokes McGee (Mwako Cumbuka), an older dude. With his help, it’s concluded that the only way to get a line on who the killer is will be to get a look at the pictures in Mr. Kool’s arrest files. This can only be done by breaking into the police station. Strokes suggests H.J. get the help of Vega (Richard Yniguez), a Chicago gang leader who knows the ins-and-outs of the station better than the police. H.Jj. and Vega plan for a mock fight to be staged between blacks and chicanos as a means of drawing most of the police away from the station. They sneak into the station and get Kool’s files. The ruse works and within minutes they are back out in the street and going their separate ways. At the clubhouse, H.J. discovers that the records have no mugshots, preventing Tommy from identifying the killer’s picture. H.J. assigns each of the gang one suspect to check out. The scenes that ensue take the youngsters into numerous and dangerous situations. The first solid tip comes from Francine (Angela Gibbs), H.J.’s girl friend, who tells him about two homosexuals, Billy Most (Lincoln Kilpatrick) and Maria (Craig Campfield). It’s information that incriminates Billy Most and takes H.J. and the gang to Maria’s apartment where they discover Maria hanged. Returning to the clubhouse, they discover Francine has also been killed and Tommy is missing. They track Tommy and Billy Most to the pier. The surprise arrival of H.J. and the gang gives Tommy a chance to escape from Billy Most, whose paranoic behavior is evident as he suddenly breaks down and cries. It’s a pathetic sight as the police arrive and take a sobbing Billy Most into custody.
