Refugees fleeing Nazi Europe to Nick’s Cafe in Casablanca, owned by Humphrey Bogart. Ingrid Bergman and Paul Henreid, an underground leader, are anxiously awaiting visas so they can depart. Peter Lorre, who has two visas, turns them over to Bogart for safe-keeping just before he is arrested by the Nazis and French Police, headed by Claude Rains. Efforts are then made to prevent Ingrid and Henreid from obtaining these valuable visas. Years before, Bogart and Ingrid had Been in love in Paris, and now the girl approaches him for the visas. Bogart finds he is still in love with Ingrid, so he puts the girl and Henreid safely aboard a departing plane. Bogart kills the Nazi who pursues them, but Rains does a turnabout and frees him. Bogart and Rains then leave to join the Fighting French.

James Cagney, raised by an unknown emperor of the underworld, joins the G-Men to avenge the murder of a college chum. Robert Armstrong, his ‘superior, dislikes him, but Cagney falls in love with his sister, Margaret Lindsay. The department is assigned to capture the new Public Enemy No. 1, Barton MacLane, whose wife, Ann Dvorak, has long been in love with Cagney. Jim, tracks MacLane down to his Wisconsin hideout, but the mobster escapes. Margaret is kidnapped and_ will be killed unless MacLane is permitted to flee the country. Ann learns where they are holding Margaret, and she puts through a call to Cagney. She is shot, but Cagney reaches her side in time to learn the address of the gang’s headquarters. He rushes te the garage, wounds MacLane, just as Armstrong comes up to finish the job. The G-Men then shake hands.
