With Commissioners Walker and Hyde not participating. Commissioner Frieda Hcnnock dissented, proposing a hearing on the matter. The five stations had argued that since adopting the rule banning STA's, the Commission had taken a position contrary to its reasoning that the growth of FM service was now sufficient to rule out the need for special nighttime service.
