During the past four years the principal aim of the Record Changer has been to facilitate the exchange of jazz collector's items by mail. The jazz coHeeting field has expanded considerably during recent years, and we feel it is about time to set up a board of authority to settle disputes that are bound to arise when a thousand or so persons get to dickering back and forth by mail.
Until this organization can pick a better name for itself, it will be known as the "Board of Conciliation and Advice for Phonograph Record Traders and Collectors." The Record Changer has appointed Merrill M. Hammond of Worcester, Mass., and William C. Love of Nashville, Tenn., as members of this Board. Three other members will be elected by our readers. The five members will select one of their numbr as chairman of this Board and will then take whatever steps they wish to facilitate record trading and to improve its practices.
The Record Changer will insist on only one point in the organization ot the Board. It must be established completely independent of this publication. Our attitude toAvard it will be strictly "hands off."
The Board will formulate its own •functions and course of action. The following are only random suggestions of some projects it might work on :
1. Consider and rule on grievances arising from record transactions of collectors and traders;
2. Formulate a simple and Avorkable code of record trading practices and principles ;
3. Print periodically (possibly once every six months) a bulletin to
a. Review any cases not settled to the satisfaction of parties involved ;
b. Inform readers of any completely irresponsible individual ;
c. Show an "approved" list of collectors who, after at least a year of active record trading, have been found to be reliable. (We believe such a list would greatly facilitate record trading. Anyone who has ever sold a record by mail knows it is inconvenient to ship C.O.D. It would be much simpler to be able to refer to an "approved" list of collectors, make the shipment, and bill later), ;
