Page 4 SHOWMEN'S TRADE REVIEW July 15, 1939 Neely Bill Before Senate; Three AmendmentsProposed Changes Are in General Phraseology; Author Refuses to Postpone It Washington — His anti-block-booking and blind-selling measure will definitely come before the Senate this session and will probably be acted upon this week, it was stated here by Senator -Q> Matthew M. Neely, who denied published reports that the measure Making a Deal Harry Gold of UA and Edward Hinchy, film buyer for WB as they concluded a deal for the entire UA program of pictures in all WB Theatres. TWO MORE UNITS REJECT THE CODE Texas, New Jersey Vote Against Proposals Not only did the Board of Directors of the Texas Allied group this week approve the action of the National Convention in rejecting the Trade Practise Code but it also urged its members not to sign individually. This is the first organization to take such an action and it may presage similar steps by other groups. The New Jersey organization this week also rejected the code voting unanimously to uphold the national organization's action in turning down the distributors' offer. The Okahoma unit, however, is said to be showing signs of rebellion against the national group and some members have expressed their preference for an entirely independent organization. The Nebraska group deferred action on the code until Fall. would be held until next session Last week Neely succeeded in getting consideration by the Senate, but yielded the floor for other matters, and the bill went oyer until Friday noon. Again action was deferred because of the death of Secretary of the Navy Claude Swanson, former senator from Virginia. Meanwhile, three amendments to the measure were made by Neely. The most important, it is revealed, strikes out all of section four and inserts new wordage on synopsis provision following that recommended by Abram F. Myers for Allied at the hearings. The words "complete and true synopsis" are eliminated in favor of "accurate synopsis," and the words "an outline of the story, incidents, and scenes depicted or to be depicted" are substituted by "a general outline of the story and descriptions of the principal character." All of section three is struck out, with the insertion of new wording pertaining to "aggregate price." Through another amendment, a new paragraph is inserted, defining "aggregate price" as the "aggregate of all flat rentals," and of all rentals based upon a percentage of prospective receipts. Take Over Hotel to House Schine Mgrs. Gloversville — With the annual conclave of Schine Theatre Enterprises set for August 1-4, the Schine home offices have arranged to take over the entire facilities of the Kingsborough Hotel and have moved to reserve what rooms are available in Johnstown, Sacandaga park and in private homes of Gloversville in anticipation of the 350 theatre managers and affiliated personnel expected to gather here for the 4-day meet. "Tumbleweeds" Breaks Records in Wheeling A telegram to the effect that "Tumbleweeds," Astor Pictures' reissue of the silent film to which sound has been added in which William S. Hart delivers an introductory talk, broke all records "in spite of weather conditions and heavy opposition" was received this week at the Pittsburgh Exchange from the State Theatre, Wheeling, W. Va. Interstate Acquiring Yamins Houses Interstate Circuit of New England is acquiring an interest in two of Nathan Yamins' theatres, the Durfee and Empire, in Fall River, Mass. That Yamins would dispose of his theatres was exclu sively reported by STR in a news item in the issue of May 6, last. He's a Skater Too Proving that Sidney Lanfield can not only direct a skating picture but can skate with the best of 'em as well. The girl in the picture, of course, is Sonja Henie. J. H. Skirball Resigns As G-N Vice-Prexy Announcement of the resignation of J. H. Skirball as vicepresident in charge of production and as a director of Grand National Pictures, Inc., was made this week in a joint statement by Skirball and E. W. Hammons. ROOSEVELT QUITS AS UA DIRECTOR Resignation of James Roosevelt from the Board of Directors of United Artists and the reappointment of James Mulvey in his stead were announced at a cocktail party given by United Artists on the 67th floor of the RCA Bldg. in New York on Tuesday afternoon. At the same time it was announced that Fred Storm, former White House correspondent for United Press would be Goldwyn's publicity chief on the Coast. Roosevelt explained that his production duties took so much of his time that he could not attend the board meetings and fulfill the other functions of a director. Mulvey was Goldwyn's representative on the board before Roosevelt joined the company. GOING AHEAD ONCOMBINE Buying Group Ready By Sept. 1st Northwest Allied this week sent a letter to all its members asking them to refrain from buying pictures until Sept. 1st, when the organization will announce its plan for the formation of a buying combine. The organization of this combine was one of the matters on the agenda of the National Allied convention recently held in Minneapolis but in the press of discussion about the code, the question never reached the floor. The Northwest convention held its convention in Minneapolis on Tuesday of this week. Al Steffes was reelected president and a number of resolutions were passed. A letter was sent officially rejecting the Trade Practice Code. An appeal to the Minneapolis Council was ordered requesting legislation limiting shows of more than two hours and 15 minutes in length in an attempt to prohibit double features. This would be followed by an appeal to the Minnesota Legislature for statewide legislation of a similar nature. The organization also went on record attacking the use of commercial features in educational institutions. Richard Ettelson Dies Richard Ettelson, 46, presicieru of Consolidated Theatres, Inc., a New Jersey circuit, died Tuesday morning at his home in Passaic following a lengthy illness. Funeral services were held Wednesday at the home. TEAM RE-UNITED Frank Capra, Robert Riskin Form Own Company Hollywood — Frank Capra and Robert Riskin will organize their own producing company to be known as Frank Capra Productions, it was announced this week by Capra. Although no release outlet has been decided upon at the present time, incorporation papers will be filed immediately. Riskin recently resigned from Samuel Goldwyn, Inc., Ltd. Such successes as "It Happened One Night," "Mr. Deeds Goes to Town," "Lost Horizon" and "You Can't Take it With You" were the products of Capra and Riskin as a team.
