Week of November 13-19 LOCAL PROGRAM GUIDE The Television Code needs teeth— badly. The standards of good practice embodied in the Code, and adopted by the networks and stations, would silence criticism now directed at tele¬ vision—if those standards were being enforced. Unfortunately, they are not. Taking a tip from the movie indus¬ try, which awards a seal of approval to each film passed by its Code au¬ thority, the TV Code writers decided to issue seals of “good practice” to stations that adhere to the TV Code. Most stations have the seals and dis¬ play them—usually early in the morn¬ ing or late at night, when few viewers are watching. The only enforcement power the TV Code authorities have is in the seal. If a station should not live up to the Code adopted by the industry, its seal could be withdrawn. Who would know, aside from trade paper readers? Who would care? Says the TV Code: “The education of children involves giving them a sense of the world at large. Crime, violence and sex are a part of the world they will be call^ upon to meet, and a certain amount of proper presentation of such is helpful in orienting the child to his social sur¬ roundings. However, violence and il¬ licit sex shall not be presented in an attractive manner, nor to an extent such as will lead the child to believe that they play a greater part in life than they do.” Many stations present program after program of violence during the course of an afternoon or evening. Yet not once, since the Code went into effect in 1952, have the Code enforcers with¬ drawn a “Seal of Good Practice” from a station. The Code needs enforcement—now.
