as we see it The election of 1956 is still a long time off, so there still is time for Congress to change a section in the Federal Communications Commission Act which forbids a TV or radio sta¬ tion to give free time to one candi¬ date unless it gives equal time to all other candidates. What that means, from a practical standpoint, is that all political time must be bought. A network might be happy to donate time for a series of political debates between Democrats and Republicans, but in 1952 there were 18 parties and 12 Presidential candidates. Giving equal free time to the Vegetarians, Prohibitionists, Greenbackers, Constitutionalists, etc., would not only bore the public; it would break the stations. Recently Dr. Frank Stanton, of CBS, said his network was willing to pro¬ mote a series of “Lincoln-Douglas” debates between the candidates of the two major parties and invite them to participate in panel discussions—all without charge. But the FCC Act makes such programs—which are greatly to be desired—impossible. All the candidates, all 10 or 12 or how¬ ever many there will be, could claim equal free time. It goes without saying that Congress was acting in the public interest when it first passed the FCC Act. Times have changed, though, with the ad¬ vent of television and its ability to picture the candidates as they are. Great Britain’s BBC gives free tele¬ vision time to all candidates—the ma¬ jor parties receiving equal time and the minor ones less time in propor¬ tion to the size of their vote at the last election. That’s one solution. Congress should be able to amend the FCC Act to fit the Television Age.
