ART CARNEY gets a chance to sing on TV again, this time joining ETHEL MERMAN in "Panama Hattie," slated for the Best of Broadway series Wednesday, Nov. 10 . . . New PHIL SILVERS show expected to replace JUNE HAVOC'S Willy moves to a new time period, as yet undesignated. Maybe the networks should consider this in planning their 1955 summer shows: The Nielsen Rating Service shows the average TV home in July watched TV three hours and 40 minutes each day. October average per family is about five hours. # * * NBC claims to have the biggest station lineup (142) ever gathered for a public service show, for its Election Night coverage Nov. 2. DAVE GARROWAY and JOHN CAMERON SWAYZE will team as anchor men among the commentators, with pickups slated from Washington, Cleveland and Los Angeles, as well as New York, all starting at 9:30 P.M. PAUL WINCHELL and sidekick JERRY MAHONEY may become focal point of a new Saturday morning block of children's shows . . . HAPPY FELTON also expected to join the lineup . . . SAMMY DAVIS, JR., added to the cast of MAX LIEBMAN's Nov. 7 spectacular, which stars NANETTE FABRAY and JACQUES TATI, French mime. * * * Emcee PETER DONALD claims Masquerade Party , sponsored alternately by an electric shaver and a shoe polish firm, is the only TV show where you can get a shave and a shine at the same time . . .
