Mr. Lowe stated that the arrangement with the covermment was that the sums transferred would represent royelties on pictures imported into Japan prior to September, 1938, including an estimate of the amount of royalties to be accrued on such pictures to the Slst of December, 1938. Mr. Muller commented thet under the circumstances it seems feir that this money if received by United it should be proroated among the pictures imported into Japan prior to September, 1938, in accordance with the credit balanc of such pictures as at December 31, 1938.
