Operators claiming to represent over 100 unaffiliated hou.ses, stated that there was obvious discri/nina- tion against them in favor of places where the order does not apply (churches). Group also charged that they were being deprived of their civil liberties and rights to transact business independently and denied that they had voluntarily agreed to the ban. Mayor LaGuaroia, meantime, chal- lenged Police Commissioner Lewis Valentine's action exempting churches from the bingo ban and appeared to run the risk of a clash with the church authorities who backed his move against gambling and burlesque shows.
